What happens is that this http request will be intercepted, and according to your Portal settings, redirected to a http or https web server, the one that shows the pfSense captive portal login page. This navigator, visible to you on your iDevice, will repeat the request. If the returned text is not "Succes" the iOS knows it's probably behind a portal, and launches something that looks like Safari (but isn't Safari) - a minimal navigator. This http (not a https request !) is generated by the iOS (not a browser like safari or other browser).
